EPA requirements and refrigerant purchase policy

You can place your order without uploading certification documents at checkout. If verification is required for your order, we will contact you before shipment.

Documentation is optional at checkout

You do not need to upload certification documents to submit an order. If purchaser verification is required for the refrigerant you ordered, we will contact you using the information provided with your order. The order may remain on hold until any required verification is completed.

Some refrigerant sales require purchaser verification

Submitting an order does not by itself establish purchaser eligibility. If applicable federal requirements cannot be verified, we may hold or cancel the order and refund any captured payment.

1. Federal sales restriction overview

EPA regulations under Section 608 of the Clean Air Act restrict sales of certain ozone-depleting refrigerants and non-exempt substitute refrigerants, subject to limited exceptions.

The certification or purchaser eligibility that applies depends on the refrigerant, equipment type, intended application, and purchaser status. Not every certification authorizes every refrigerant purchase.

Refriggaz does not require every customer to upload documentation during checkout. When verification applies, it is completed before the restricted order is released for shipment.

2. Section 608 — stationary equipment

Refrigerant intended for stationary refrigeration and air-conditioning equipment generally may be purchased by an eligible purchaser such as:

  • an appropriately EPA Section 608 certified technician;
  • a business or employer that employs at least one appropriately certified technician; or
  • an authorized representative purchasing on behalf of an eligible employer when appropriate documentation can be provided.
Section 608 and Section 609 are different

A Section 609 credential does not authorize the purchase of refrigerant intended for stationary HVAC or refrigeration equipment. Stationary-system refrigerant generally requires Section 608 purchaser eligibility.

3. Section 609 — motor vehicle A/C

Section 609 certification applies to qualifying motor vehicle air-conditioning service. A Section 609 certified purchaser may purchase refrigerant for applicable MVAC use consistent with that certification.

R-134a and R-1234yf products can be sold in different package sizes and configurations. Certification requirements can depend on the refrigerant, container, intended application, and applicable EPA rules.

4. Limited small-can MVAC exception

EPA provides a limited certification exception for certain non-exempt substitute MVAC refrigerants sold in containers designed to hold two pounds or less when applicable unique-fitting and self-sealing-valve requirements are satisfied.

The large refrigerant cylinders sold by Refriggaz should not be assumed to qualify for this small-can exception.

5. Documentation options

Uploading documentation during checkout is optional. When purchaser verification is required, you may provide the applicable information during checkout if that option is available, or after placing your order when contacted by Refriggaz.

Certified technician

When verification is required, we may request:

  • a clear copy of the applicable Section 608 or Section 609 credential;
  • the technician name associated with the purchasing account; and
  • confirmation of the intended application.

Business or authorized purchaser

When purchasing on behalf of a business, we may request:

  • the applicable credential for an employed technician;
  • reasonable evidence that the business employs the certified technician; and
  • company or purchaser authorization information where appropriate.

Purchasing for resale

When purchasing refrigerant for lawful resale, we may request:

  • business information;
  • a resale statement or similar documentation; and
  • other information reasonably needed to verify purchaser eligibility.

You do not need to send documents that we have not requested. If previously supplied documentation remains sufficient for a later order, we may not need to request it again.

6. Simple verification process

  1. Place your order. Complete checkout using accurate purchaser, business, application, and contact information.
  2. Documentation at checkout is optional. If an upload or certification field is available, you may provide the information then, but you may also complete the order without uploading a document.
  3. We review the order. If no additional verification is required, normal processing continues.
  4. If verification is needed, we contact you. We may email the address associated with the order and request the applicable certification or business documentation.
  5. The order remains on hold while required verification is pending. A checkout confirmation does not mean that a restricted refrigerant order has completed purchaser verification.
  6. After approval, fulfillment continues. Once the applicable eligibility and shipping requirements are satisfied, the order can proceed to fulfillment.
  7. If verification cannot be completed, the order may be canceled. Any captured payment for a canceled order will be refunded to the original payment method.
Only send requested information

Do not send Social Security numbers, full payment-card numbers, unrelated government identification, or other information that Refriggaz has not requested for refrigerant-sale verification.

7. Records and purchaser responsibility

Refrigerant sellers may be required to maintain sales records such as the purchaser name, sale date, and quantity of refrigerant purchased. Additional purchaser or employment documentation may also need to be retained for qualifying transactions.

You represent that information and documents you provide are accurate, current, and authorized. Certification credentials must not be altered, borrowed, or used to purchase refrigerant for an ineligible person.

8. Resale and used refrigerant

Purchasers buying refrigerant for resale may be asked for business information and a resale statement or other documentation reasonably necessary to verify purchaser eligibility.

Used refrigerant intended for use in an appliance is subject to separate EPA reclamation requirements. Refriggaz does not authorize any purchaser to resell, distribute, handle, or use refrigerant in violation of applicable federal, state, or local law.
